After their hearings and approval in committee,  a majority of the plenary session of the Permanent Commission has ratified the appointments of the following five ambassadors for posts abroad:

• Victoria Romero Caballero, as Mexican ambassador to the Republic of Azerbaijan. She holds a degree in International Relations from the National Autonomous University of Mexico (UNAM) and  has been a member of the Mexican Foreign Service since 1992. She currently holds the rank of counselor.

She has been posted to the Mexican embassies in Japan and Denmark; the former Mexican consulate in Frankfurt, Germany; and the Permanent Mission of Mexico to International Organizations based in Geneva, Switzerland. In Mexico, she served as department head in the area for the United Nations; director of ceremonials in the Protocol Office and coordinator of the G20, MIKTA and Political Issues with European Countries in the Office of the Undersecretary of Foreign Affairs. She also served as vice president of the United Nations Commission on Science and Technology for Development and was coordinator of the Latin American and Caribbean Group in various international organizations.

• Norma Bertha Pensado Moreno, as Mexican ambassador to the Kingdom of Denmark. She holds a degree in Economics from UNAM and is a career member of the Mexican Foreign Service. She was promoted to ambassador in 2006.  She has been ambassador of Mexico in Sweden, as well as in Finland, Latvia, Lithuania and Estonia. She served as alternate representative for the United Nations Organizations based in Vienna and held the position of counselor in Mexico's delegation to the OECD. Since June 2017, she has been the Mexican ambassador to the Russian Federation, and concurrently in Armenia and Belarus.

At the Foreign Ministry, she was Director General for Europe and Undersecretary for Latin America and the Caribbean. She also served as Project Head on the Action Committee in Support of the Economic and Social Development of Central America (Cadesca). At the Mexican embassy in Austria, she chaired the Latin American and Caribbean Group (Grulac). As ambassador to Sweden, she chaired the Council of the International Institute for Democracy and Electoral Assistance (IDEA) and as ambassador to Finland, she promoted the creation of the Finnish and Estonian chapters of the Global Network of Mexicans Abroad.

• Carolina Zaragoza Flores, Mexican ambassador to Ireland. She holds a degree in International Relations from UNAM, Faculty of Higher Studies Acatlán, and has been a career diplomat since 1982. She was appointed ambassador in April 2017.

She has headed the Mexican consulates in Laredo, Texas, San Bernardino, California, and Raleigh, North Carolina; and has held various positions at the Mexican consulates in Houston, Texas, Sacramento, California, and Saint Louis, Missouri. In the Foreign Ministry, she has served in the area for Protection and Consular Affairs. She was also Deputy Director of Protection Policies, Director of Protection, Director General of Consular Services and, from 2021 to date, she has been attached to the North America Unit as an advisor.

• Amparo Eréndira Anguiano Rodríguez, ambassador of Mexico in Romania. She holds a joint BA in Chinese Studies and Russian Studies from the University of Leeds, UK, and an MA in Comparative Political Studies from the London School of Economics and Political Science (LSE), University of London, UK. She is a member of the Mexican Foreign Service, with a career spanning more than 30 years. She has held the rank of minister since 2017.

At the Foreign Ministry, she has served as Director General for Africa, Central Asia and the Middle East – formerly the area for Africa and the Middle East; Deputy Director General for Africa, and Coordinator of Political Analysis. She has specialized in African issues. She also collaborated in the area for Europe on two occasions, as head of the European Regional and Security Agencies (1997-1998) and as Department Head for the European and Caucasus Former Soviet Republics (1994-1995). Abroad, she began her diplomatic career at the Embassy of Mexico in China (1989-1994), was attached to the Embassy of Mexico in Hungary (1998-2001), and to the Permanent Mission of Mexico to the UN (2001- 2006). She was also posted to and in charge of documentation at the Consulate General of Mexico in Boston, Massachusetts in the United States (2007-2012).

• Eduardo Villegas Megías, Mexican ambassador to the Russian Federation. He holds an undergraduate and master's degree in Philosophy from UNAM. Recently, he was coordinator of the Historical and Cultural Memory of Mexico in the Office of the Presidency, where he was responsible for the National Reading Strategy. He participated in a professional internship program between UNAM and the Government of the Federal District, where he was a scholarship recipient of the head of government. Later, he was Project Coordinator for the Office of the Private Secretary of the Federal District Government. He is a candidate for a doctorate in Philosophy from the UNAM. He has taught logic, ethics, metaphysics, photographic theory, hermeneutics and rhetoric at secondary and higher education institutions.  In addition to Spanish, his mother tongue, he speaks English, French, German and Italian, understands ancient Greek and Latin, and Russian at a basic level.

The ambassadors will be entrusted with safeguarding the rights and interests of Mexico and all Mexicans abroad, and with promoting the government's foreign policy.
