The Foreign Ministry will send to the Senate for its ratification the names of 21 Mexican diplomats proposed by President Andrés Manuel López Obrador under the powers vested in him by Article 89 of the Constitution.

These appointments are in line with the president's instructions and with Foreign Secretary Marcelo Ebrard's strategy for Latin America and the Caribbean, which focuses on strengthening all aspects of Mexico's bilateral and regional relationships. This commitment is driven by Mexico's historical and cultural ties to the countries of Latin America and the Caribbean.

The diplomats will head various programs and strategies to strengthen and deepen Mexico's bilateral relations, assist and protect Mexicans abroad, and undertake projects that contribute to the economic and social development of Latin America and the Caribbean. The list is comprised of individuals with the experience and professional training needed to safeguard the rights and interests of Mexico and its citizens. Eleven of the nominees have been members of the Mexican Foreign Service (SEM), and seven are career diplomats currently serving at the heads of Mexico's diplomatic offices in the region.

The appointments that will be sent to the Senate for its ratification are as follows:

Ricardo Valero Recio Becerra holds a degree in international relations, with a Master's degree in the same field from El Colegio de México. He joined the Foreign Service in 1970 and became an ambassador in 1983. He has served as ambassador for the Contadora Peace Process and in Chile. He is proposed as ambassador in Argentina.

María Teresa Mercado Pérez is currently deputy chief of mission at the embassy in Belgium and to the European Union. She joined the SEM in 1977 and was promoted to minister in 2017. She has been deputy chief of mission in the embassies in Denmark and Argentina. She is proposed as ambassador to Bolivia.

José Ignacio Piña Rojas has served as ambassador to El Salvador, Peru, Cuba, the Dominican Republic and twice in Panama, where he is currently posted. In the Foreign Ministry, he has been director general of the Foreign Service and Personnel, and director general for Latin America and the Caribbean. He has been a member of the SEM since 1980, and ambassador since 1993. He is proposed as ambassador to Brazil.

Francisco Olavarría Patiño is currently an advisor at the consulate in Chicago and is proposed as ambassador to Chile. He has been a member of the Foreign Service since 1978 and minister since 1993. He teaches military administration for security and national defense and has a degree in journalism and social communication. He has served as ambassador in El Salvador, on the consular staff in San Diego, as deputy chief of mission in the embassy in Portugal and deputy consul in New York.

Patricia Galeana Herrera is proposed as ambassador to Colombia. She has undergraduate and master's degrees in history and a doctorate in Latin American Studies from the National Autonomous University of Mexico (UNAM), and is a professor at the UNAM Philosophy and Literature Department. In the Foreign Ministry, she has been director general of the Archives of Diplomatic History and director general of the Matías Romero Institute. She has also been director general of the national archives and president of the Mexican Association of International Studies (AMEI). She is currently president of the OAS Panamerican Geography and History Institute.

Roselia Barajas Olea has a degree in biology from the Autonomous Metropolitan University and a Masters degree in ecosystems from the University of Southern California. She has been a federal deputy and is proposed as ambassador for Costa Rica.

Miguel Díaz Reynoso, currently director general for Latin America and the Caribbean in the Foreign Ministry, is proposed as ambassador to Cuba. He has 38 years of experience in the public sector, twenty-five of them in the Foreign Ministry, where he has also been director general for civil society organizations. He has been ambassador in Nicaragua and cultural and cooperation attaché in the embassies in Cuba and Argentina.

Raquel Serur Smekeis proposed as ambassador to Ecuador. She has an undergraduate degree in English Language and Literature, a Master's degree in Spanish Literature and a doctorate in literature from the UNAM.

Ricardo Cantú Garza has a Master's Degree in Science Methodology from the Autonomous University of Nuevo León and a law degree from the same institution. He has held several positions in public service, including as local deputy and federal deputy on two occasions.  He has been named ambassador in El Salvador.

Romeo Ruíz Armento graduated from the National Teaching College, and taught history and sociology at the Chiapas Institute of Sciences and Arts and the War College. He has been a local deputy and Education Secretary in Chiapas, deputy director of international affairs of the National Fine Arts Institute, director of delegations in the Education Ministry and federal deputy.  He is proposed as ambassador in Guatemala.

José Omar Hurtado Contreras is currently ambassador in Nicaragua and has been proposed as ambassador to Guyana. He has been a member of the Foreign Service since 1981 and ambassador since 2018. He was consul in San Pedro Sula, Honduras, and deputy chief of mission in the embassy in El Salvador.

David Jiménez González is proposed as ambassador to Honduras. He holds an undergraduate degree and doctorate in law and has taught at several universities such as the UNAM and Anáhuac University. He has been mayor of Cuernavaca, Morelos, served as federal deputy twice and also as senator.

Carmen Moreno Toscano is proposed as ambassador to Nicaragua. She joined the SEM in 1957 and was the first woman to be named Eminent Ambassador in 1994. She has been ambassador to Costa Rica and Guatemala, Permanent Representative to the OAS and undersecretary of Foreign Affairs for the United Nations, Africa and the Middle East.

Luis Manuel López Moreno is currently Mexico's ambassador to Guatemala and has been proposed as ambassador to Panama. He has served at the head of the embassies in Saint Lucia, Haiti and Belize, and has been consul in McAllen, Texas. A member of the Foreign Service since 1982, he was promoted to ambassador in 2012.  He helped design and draft the first consular manual, and was responsible for the temporary worker program in the embassy in Canada.

Juan Manuel Nungaray Valadéz has been a Foreign Service member since 1986, and minister since 1998. He is currently the deputy chief of mission at the embassy in Venezuela, and has held the same post at the embassies in Bolivia, Ecuador and Russia. He has extensive experience in human resources and the Foreign Service. He is proposed as ambassador to Paraguay.

Víctor Hugo Morales Meléndez is proposed as ambassador to Peru. He has been a career diplomat since 1987 and ambassador since 2017. He currently serves as director general for the South American countries. He has also been ambassador in Honduras.

Carlos Peñafiel Soto is an economist. He has served as economic advisor at the embassy in France and worked at the Organization for Economic Cooperation and Development (OECD). In the private sector, he worked as Director of Administration and Finance at 3H. He is proposed as ambassador in the Dominican Republic.

Víctor Manuel Barceló Rodríguez holds a degree in economics from UNAM, and teaches educational evalution at El Colegio de Puebla. He is also a professor at the Benemérita Escuela Nacional de Maestros, a teaching college. He is proposed as ambassador to Uruguay. He has been interim governor of Tabasco, ambassador to Colombia and the UN Economic and Social Council (ECOSOC), and economic adviser to BANCOMEXT in Argentina, Chile, Paraguay and Uruguay.

Luz Elena Baños Rivas has been a Foreign Service member since 1994, and ambassador since 2018. She has an undergraduate degree in international relations and a Master's degree in Hemispheric Security and Defense. She has been proposed as Permanent Representative to the Organization of American States (OAS). She has been deputy chief of mission in the embassies in Trinidad and Tobago, Guatemala and Korea. She has also been posted to the embassies in Panama and El Salvador, and the consulate in Miami.

Héctor Valezzi Zafra is currently Mexico's ambassador to Bolivia. He is proposed as Consul General for Rio de Janeiro, Brazil. He has been a member of the Foreign Service since 1981 and ambassador since 2009. Among his positions, he has been ambassador to South Africa, Ethiopia and the African Union. He has also been deputy chief of mission at the embassies in India, Belgium and to the European Union.

Raúl Bolaños-Cacho Guzmán is proposed as Consul General in Sao Paulo, Brazil. He holds undergraduate and Master's degrees from the International Institute of Public Administration in Paris, France, and a doctorate in constitutional law from the King Juan Carlos University in Spain. He has twice been a federal deputy, and has served as a justice on the Oaxaca Supreme Court and secretary general of the Oaxaca state government.
