• The Senate ratifies the ILO Violence and Harassment Convention (Convention 190)
  • Mexico joins the list of 11 countries that have ratified the convention to date
  • Mexico reaffirms its commitment to a feminist foreign policy

The Senate ratified the Violence and Harassment Convention (Convention 190) of the International Labour Organization (ILO) yesterday. With this action, Mexico joins the list of 11 countries that have ratified ILO Convention 190 to date. It is the fourth country in Latin America and the Caribbean to adopt the international convention.

By ratifying Convention 190 and accepting ILO Recommendation 206, which complements our feminist foreign policy by seeking to eradicate all forms of violence and discrimination against women in the world of work, Mexico reaffirms its international commitment to gender equality.

The convention recognizes that an inclusive, integrated and gender-responsive approach, which tackles underlying causes and risk factors, including gender stereotypes, multiple and intersecting forms of discrimination, and unequal gender-based power relations,  is essential to ending violence and harassment in the world of work.

Mexico began the process of ratifying Convention 190 when Foreign Secretary Ebrard announced Mexico's intention to do so at the close of the Generation Equality Forum on July 2, 2021 in Paris, France, saying that Mexico would take steps to ratify it as an important part and complement to its feminist foreign policy. The Foreign Ministry then began the process that would allow the convention to be submitted to the Senate for ratification.

By ratifying the convention, Mexico complements and strengthens its feminist foreign policy, which is based on a set of principles that seek to promote government actions to reduce and eliminate structural differences, gender gaps and inequalities, in order to build a more just and prosperous society. It is hoped that proper implementation of the Convention will encourage the creation of violence-free safe spaces for all individuals, which is in line with Pillar 3 of Mexico's feminist foreign policy: A Foreign Ministry free of violence and safe for all.

The Foreign Ministry thanks the Senate for ratifying the convention and publishing the corresponding decree in the Official Journal of the Federation (DOF) on March 9, 2022, in commemoration of International Women's Day. With ratification of Convention 190, Mexico undertakes to respect, promote and ensure the right of every individual to a world of work free of violence and harassment, and to adopt a comprehensive strategy and take steps to prevent gender violence in the workplace.

This action advances Mexico's feminist foreign policy and the country reaffirms its commitment to the gender equality agenda. The instrument of ratification will be deposited in the coming months in accordance with the indicaitons of the ILO.
