The Government of Mexico and the United Nations Office for Project Services (UNOPS) Sign Framework Agreement

A Framework Agreement between the Government of Mexico and the United Nations Office for Project Services (UNOPS) was signed today in the National Palace. According to the UN General Assembly, UNOPS is considered a central resource for the United Nations in public procurement and infrastructure, including the development of national capacities.

President Andrés Manuel López Obrador was witness of honor at the formalization of the agreement signed by Secretary Marcelo Ebrard Casaubon, on behalf of the Government of Mexico, and Grete Faremo, Under-Secretary-General of the United Nations and Executive Director of UNOPS.

The Framework Agreement comes in response to the Mexican government’s interest in strengthening the nation's capacities to carry out ambitious projects. The support of UNOPS will contribute to the continual improvement of the quality of public administration, by promoting greater transparency, efficiency and effectiveness in the management of public procurement and infrastructure projects in the country.

This understanding arises from the need to implement the guiding principles of our country's new administration: the fight against corruption; transparency in public administration; access to information, and effective accountability. These pillars constitute part of a model of governance that seeks to improve the decision-making process in public administration.

UNOPS will participate in the preparation of tenders for strategic projects, providing technical assistance in the analysis of proposals and in the procurement process.

In addition, the agreement will underpin the negotiation of specific agreements between the appropriate federal authorities and agencies from other levels of government, local administrations and various institutions.

UNOPS will provide to all of them its technical capabilities in managing government projects with transparency and accountability, and in accordance with international best practices.

UNOPS is the United Nations agency that is best positioned to bring greater coherence, coordination and accountability to the projects put in place by Mexico in line with the goals and targets of the 2030 Agenda for Sustainable Development.

The Government of Mexico reiterates its commitment to transparency and accountability, and to its openness to national and international scrutiny,  with the goal of developing solid and reliable public institutions that serve as the foundation for achieving open, inclusive, participative, prosperous and sustainable societies.
