Brilliant public servant, graduated in veterinary medicine and zootechnics from the Universidad Autónoma Metropolitana, Unidad Xochimilco.
Expert in crisis management for emerging diseases and natural disasters, with a career of more than 30 years, he excelled in the management and formation of response teams to the presence of exotic diseases in Mexico and Central American, Caribbean and South American countries.
He was an international animal health consultant for major international organizations such as the Food and Agriculture Organization of the United Nations (FAO), the Pan American Health Organization (PAHO), the Inter-American Institute for Cooperation on Agriculture (IICA, by its Spanish acronym), the International Regional Organization for Plant and Animal Health (OIRSA, by its Spanish acronym), the United States Department of Agriculture (USDA) and various Ministries of Agriculture.
Author and co-author of more than 30 scientific articles in internationally refereed journals on epidemiology and natural history of emerging diseases such as Venezuelan equine encephalitis, Eastern equine encephalitis, West Nile virus, vesicular stomatitis, avian influenza and Newcastle disease. He also participated in several national publications on animal health and aquaculture health.
Author of the book "Contribución de los Servicios Veterinarios en Emergencias por Desastres Naturales" published by the Pan American Health Organization PAHO/WHO in 2000". Author of the Virtual Interactive Simulation for Avian Influenza (2007) of the FAO.
In 2021 the Federation of Colleges and Associations of Zootechnical Veterinarians awarded him the Professional Merit Award.
In the public sector he held several positions, such as extensionist, department head, deputy director and regional coordinator, among others.
At Senasica, he had an outstanding career that began in the 1990s in the CPA, where he held various positions focused on epidemiological surveillance, rapid response mechanisms in the presence of exotic diseases, and tasks of control and eradication of notifiable diseases, such as highly pathogenic avian influenza, among others.
