President Enrique Peña Nieto enacted the Federal Law on Special Economic Zones (SEZs) in the state of Michoacán.
The enactment of this Law concludes the legislative stage and marks the start of the implementation phase.
"Precisely today, we launched a major initiative, which seeks to reverse centuries of backwardness. “Special Economic Zones means sowing today in order to reap tomorrow.
The president gave precise instructions to government agencies on the “actions to be taken in the following months:
First. The Secretariat of Finance and Public Credit and the Legal Counsel of the Federal Executive must publish the decree that creates a decentralized agency of the Finance Secretariat, to establish Special Economic Zones in less than a month.
Second. Also in June, these same agencies must complete the secondary regulation of the Federal Law on Special Economic Zones.
Third. The new decentralized agency of the Finance Secretariat must work to ensure that the decrees to create the first Special Economic Zones are issued by year end at the latest.
They include the following: Port Lázaro Cárdenas, in addition to the neighboring municipalities of Michoacán and Guerrero; the Corridor of the Isthmus of Tehuantepec, and the economic poles Coatzacoalcos, Veracruz, Salina Cruz, Oaxaca and Puerto Chiapas in Chiapas.
Moreover, in 2017, the Special Economic Zone decree must be issued for the Tabasco-Campeche corridor, announced a few weeks ago.
Fourth. The Finance and Public Credit Secretariat was instructed to ensure that the tax incentive and facilities scheme for each zone should have a high impact and be attractive relative to other areas of the world, to trigger investment and job creation.
Fifth. The decentralized agency of the Finance Secretariat shall sign Coordination Agreements with the corresponding state and municipal governments in the first quarter of 2017.
SIXTH: All the agencies responsible for the construction and maintenance of infrastructure must hasten the completion of the priority projects required by the areas and their respective funding mechanisms, whether they use the National Infrastructure Fund, public-private partnerships or exclusively private investment.
Seventh. The decentralized agency of the Finance Secretariat must design Programs to Develop Areas of Influence, so that they are approved and published by the first half of next year at the latest.
EIGHTH: This same agency shall also select the administrators for each area using strict criteria of transparency and accountability before the end of the first half of next year.
"The indications and deadlines are clear. The purpose is quite specific: by 2018 at the latest, at least one 'anchor' company will be set up in each of the Special Economic Zones.
Mexicans are one people. There cannot be two Mexicos. Opportunities for development, prosperity and welfare must be accessible to each and every Mexican, regardless of the region where they live. In this way, we will move together as one nation, one Mexico.”
