In order to better serve the Mexican community in North America and continue to cooperate well with the authorities there, the Foreign Ministry announces appointments in various Mexican consulates in the United States and Canada. In addition, two new consulates have been added to the network.

Eduardo Baca Cuenca will head the consulate in Salt Lake City, Utah. He holds a degree in International Relations and has over 30 years of experience in the Foreign Ministry.

He has served as director in the area for North America and in the Political Affairs section at the Mexican embassies in Canada and the United States. He has been deputy head of mission in Trinidad and Tobago and Venezuela, consul in Seattle and, more recently, deputy head of mission in Kuwait.

Edurne Nerea Pineda Ayerbe will head the new consulate in Oklahoma City, Oklahoma. She holds a degree in Economics and a Master's Degree in Diplomatic Studies from the Diplomatic Academy.

She has been assistant director for Legal Affairs and deputy director at the Institute for Mexicans Abroad and in the area for Consular Services. She has also been posted to the consulates in Chicago, Atlanta and Dallas.

Mariana Díaz Nagore will head the new consulate in New Brunswick, New Jersey. She holds a Master's Degree in International Relations, and has a career of more than twenty years in the Foreign Ministry.

She has been Assistant Director for Technical and Scientific Cooperation and in the area for North America.

She has also been posted to the consulates in New York, Denver and Los Angeles, and to the consular section of the embassy in the U.S.  She has been a member of the Mexican Foreign Service since 1999.

Jorge Ernesto Espejel Montes will head the consulate in Omaha, Nebraska. He has a degree in International Relations and has studied at the Matías Romero Institute.

In the Foreign Ministry, he has served in the areas for Passports and Consular Services; Consular Protection; Legal Affairs; and Special Affairs. He has been posted abroad at the consulates in Los Angeles and McAllen, and has headed the consulates in Eagle Pass, Douglas and Omaha.

Jorge Argüelles will head the consulate in Douglas, Arizona. He was federal deputy in the 64th Congress, serving on the Political Coordination Board and on the Civil Protection, Federal Audit and Navy commissions.

He has participated in various parliamentary friendship groups, calling for cooperation to supply medical supplies and vaccines to all countries.

Vivian Juárez Mondragón will head the consulate in Eagle Pass, Texas. She studied International Relations at the Iberoamerican University and received a Master's Degree in Diplomatic Studies from the Matías Romero Institute.

She has headed the consular section in Switzerland and has served in the consulates in Albuquerque, New York and Miami.

Gamaliel Bustillos Muñoz will head the consulate in Presidio, Texas. He holds a Master's Degree in Public Administration and is a member of the Mexican Foreign Service.

He has served in Cuba, Vancouver, Vietnam, Orlando and El Paso, and in Quetzaltenango, Fresno and Laredo. His most recent post was in the Foreign Ministry’s area for Consular Services.

Dulce María Valle Álvarez will head the consulate in Yuma, Arizona. She holds a degree in International Relations with a specialization in History and International Politics from the National Autonomous University of Mexico (UNAM), and has been a member of the Mexican Foreign Service since 1991.

She is currently in charge of the bilateral dialogue and political and multilateral affairs at the embassy in Canada.  

José Rodrigo Báez Ricardez will head the consulate in Leamington, Ontario, Canada. He holds a law degree, a Master's Degree in Public International Law and has postgraduate studies in U.S. law.  

He has served in the area for Multilateral Affairs and Human Rights in the Foreign Ministry and as consul for protection in Sacramento and Chicago. He has also been posted to the Permanent Mission of Mexico to International Organizations based in Vienna and and was in charge of economic promotion at the embassy in Austria.

Lastly, Ricardo Santana Velázquez will head the consulate in Oxnard, California. He holds a degree in International Relations from the National Autonomous University of Mexico and a Master's Degree in Business Administration with a specialization in International Trade from the University of Texas.

He is a Foreign Service member, has headed the consulate in Nogales and has been executive director of the Institute for Mexicans Abroad.
