The Foreign Ministry will send to the Senate for its ratification the names of 15 consuls general proposed by the President under the powers vested in him by Article 89 of the Constitution.

The appointments reflect the new guidelines announced by Foreign Secretary Marcelo Ebrard as part of the Mexican government's migrant protection strategy. The consuls general whose appointments have been sent to the Senate have the experience and training needed to safeguard the rights and interests of the Mexican community abroad, as instructed by President Andrés Manuel López Obrador.

The new consuls general will head various programs and strategies, such as the expansion of the network of lawyers and organizations involved in defending the rights of Mexicans abroad, that make the consulates into protection centers for migrants. The appointments include more Foreign Service members with extensive experience, particularly in consular assistance. Three of the consulates in areas with the largest concentration of Mexican citizens, Los Angeles, Chicago and Houston, will be headed by career diplomats with extensive experience in consular protection.

The appointments that will be sent to the Senate are:

Pablo Marentes González, Professor at the National Autonomous University of Mexico (UNAM) Political and Social Sciences Department and former consul general in New York and San Francisco, is proposed as consul general in Austin, Texas.

Minister Alberto Fierro Garza, currently head of the Cultural Affairs Section of the Mexican Cultural Institute at the embassy in the United States, as consul general in Boston, Massachusetts. A member of the Foreign Service since 1993 and minister since 2017, he has been consul in Saint Paul and Orlando and deputy general director for North America in the Foreign Ministry, among other posts.

Ambassador Reyna Torres Mendivil, currently consul general in San Antonio, has been named consul general in Chicago, Illinois. A member of the Foreign Service since 1992 and ambassador since 2014, she has extensive experience in protecting Mexicans abroad. In the Foreign Ministry, she has been director general of Protection for Mexicans Abroad and director general for Latin America and the Caribbean. Abroad, she has been posted to San Antonio and Fresno as consul.

Counselor Mauricio Ibarra Ponce de León, a career diplomat since 1993, has been named consul general in El Paso, Texas. During his career he has served as director general for North America in the Foreign Ministry, and  he has experience abroad in the embassies in the United States and Canada.

Minister Alicia Kerber Palma has been named consul general for Houston, Texas. A member of the Foreign Service since 1991 and minister since 2017, she is currently consul general in Philadelphia. She previously served as consul in Kansas and San Pedro Sula. She has a law degree from the Universidad Iberoamericana and a doctorate in law from the UNAM.

Ambassador Juan Carlos Mendoza Sánchez is proposed as consul general of Mexico in Laredo, Texas. He has a B.A. and M.A. in International Relations, entered the Foreign Service in 1992 and was promoted to ambassador in 2017. He has been head of the Institute of Mexicans Abroad, consul general in Los Angeles and head of the consular section of the embassy in the United States.

Ambassador Marcela Celorio Mancera, currently consul general in San Diego, has been named consul general of Mexico in Los Angeles, California. A member of the Foreign Service since 1999 and ambassador since 2017, she has been deputy head of mission in Israel, counselor for political affairs in the embassy in Belgium and the European Union, and consul at the consulate general in New York.

Minister Jonathan Chait Auerbach, currently in charge of congressional relations at the embassy in the United States, as consul general in Miami, Florida. He has been a Foreign Service member since 2000 and has served as deputy director general for North America and in various positions at the Mexican consulates in Dallas, San Francisco and El Paso.

Jorge Islas López is a lawyer specialized in transparency and the right to information. He has been named consul general of Mexico in New York. He served as general counsel at the UNAM from 2004-2008  and has been a columnist for the newspaper El Universal and an analyst on various radio and television programs. He holds an undergraduate law degree from the UNAM, a master's degree in law from Columbia University and a doctorate in law from the UNAM.

Jorge Mendoza Yescas entered the Foreign Service in 2013. He has been named consul general for Phoenix, Arizona. He currently serves as consul for documentation and legal affairs at the consulate general of Mexico in Vancouver. He holds a law degree from the University of Sonora and a master's degree in Public Administration from Sul Ross State University in Texas. He has extensive consular experience that includes work at the consulates in Tucson and Presidio.

Counselor Claudia Velasco Osorio, currently serving as consul in Houston, has been named consul general in Raleigh, North Carolina. She has been posted to the Mexican embassy in Brazil and to the consulates in New York and Dallas, among other places.

Ambassador Carlos González Gutiérrez, currently consul general in Austin, has been named consul general in San Diego, California.  He has been a member of the Foreign Service since 1987 and ambassador since 2011.  He has served as consul general in Sacramento and executive director of the Institute of Mexicans Abroad.

María de los Remedios Gómez Arnaud, currently consul general in Raleigh, has been named consul general in San Francisco, California.  She has previously served as consul general in Atlanta and San Diego. Prior to that, she was Academic Secretary and Associate Researcher at the UNAM Center for Research on North America (CISAN).

Ambassador Alejandra Bologna Zubikarai has been named consul general in San José, California. A career diplomat since 1991 and ambassador since 2006, she has served as ambassador in Panama, and consul general in Milan and Sacramento.

Ambassador Juan Manuel Calderón Jaimes, currently consul general in San José, has been named consul general in San Juan, Puerto Rico. He joined the Foreign Service in 1981 and has been consul in Tucson and San Bernardino. He is currently deputy director general of Consular Services at the Foreign Ministry.
