• During the regional meeting, Secretary Ebrard welcomed the success of the shared vision for North America promoted by President López Obrador and commended the work of Mexico's embassies and consulates in the region.
  • Ambassador Moctezuma highlighted the progressive vision of the three governments: "As President López Obrador said in Washington, D.C., we communicate with different words, but we speak the same language."

The North America Regional Meeting was held today during the 33rd Meeting of Ambassadors and Consuls of Mexico. The participants reviewed Mexico's diplomacy in the region, outlined the goals and challenges to the country's bilateral foreign policy agendas with the United States and Canada, and discussed the trilateral vision.  

In the first session, headed by Foreign Secretary Marcelo Ebrard, the officials discussed the importance of the region for Mexico. The Foreign Secretary outlined the main achievements of the cooperation agendas with the United States and Canada, from migration to trade integration. "We are at a moment when the three governments of the North American bloc share a progressive vision, with personal empathy between their leaders and teams, which opens a window of opportunity for maximizing the results sought by Mexico," he said.

During his review of the progress achieved over the last year in the region, Secretary Ebrard said, “We have more assets now than we did two years ago when our administration began and, above all, we have a common vision for North American, promoted by our president.”

The first panel of the day also included the Chief Officer for North America, Roberto Velasco Álvarez; Ambassadors Esteban Moctezuma Barragán and Juan José Gómez Camacho; and the President of the Senate Foreign Relations Committee, Senator Héctor Vasconcelos y Cruz. The session was moderated by the Director of Canadian Political Affairs and Trilateral Mechanisms, Cristina Planter.

Roberto Velasco discussed "the region's new diplomatic architecture based on the redesign and implementation of bilateral cooperation mechanisms with the United States, such as the High-Level Economic Dialogue and the Bicentennial Framework agreed during the first High-Level Security Dialogue, and the relaunch of the North American Leaders' Summit."

The Chief Officer for North America underscored the importance of continuing to strengthen supply chains, increasing labor mobility in the three countries, and updating cooperation on health issues.  He commended the diplomatic-consular network for its work in assisting and protecting the Mexicans abroad. "In the Foreign Ministry, we are committed to making substantial improvements and changes, and we will also work to expand our diversity and inclusion programs," he concluded.

Ambassador Moctezuma said the shared progressive vision means that "the future of North America will be to become the most humanistic and competitive region in the world." He also underscored his appreciation for the work and professionalism of the Mexican Foreign Service. Ambassador Gómez Camacho agreed on the importance of modernizing the institutional structure of the three countries, and noted the need to for continued diplomatic efforts to strengthen the North American trilateral relationship.

The president of the Senate Foreign Relations Committee, Héctor Vasconcelos, discussed the challenge for Mexico of strengthening our migration agenda in the United States, taking into account the legislative situation and scenarios there.

The regional meeting consisted of six sessions on the priority issues of North American foreign policy and included several messages from the Chief Officer for North America, Roberto Velasco. The inaugural session on the future of the relationship with North America and the North American Leaders' Summit was followed by panels on:

"Challenges to consular services and protection in North America," with Consuls Jonathan Chait Auerbach, Reyna Torres Mendivil, Marcela Celorio and Vanessa Calva Ruiz; as well as the Director General of Consular Services, Jaime Vázquez Bracho Torres, and the Director General of Consular Protection and Strategic Planning, Maki Teramoto.

 

Economic Affairs in North America" with the Mexican Ambassador in the U.S., Esteban Moctezuma; Finance Undersecretary Gabriel Yorio González; Foreign Trade Undersecretary Luz María de la Mora; Gina Andrea Cruz Blackledge, president of the Senate Foreign Relations Committee for North America; Eduardo Hugo Stein, representative of the Inter-American Development Bank in Mexico; Francisco Tovar, head of the Economic Affairs Section of the Mexican Embassy in the United States; and Farid Hannan Goyri, Director of Economic Affairs in the Foreign Ministry.

"Security Issues in North America" with Security Undersecretary Ricardo Mejía; Legal Advisor Alejandro Celorio; and Julio César Sánchez Amaya, Director General of Special Affairs, both from the Foreign Ministry; Karla Quintana, National Commissioner for the Search of Missing Persons; Carlos Pérez Ricart, member of the Truth Commission; and María de Haas Matamoros, advisor to the Foreign Secretary.

"Border Affairs in North America" included Bertha Caraveo Camarena, President of the Senate Committee on Border and Migration; Rogelio Rivero, Director General of Highway Development; Adriana Resendez, head of the Mexican section of IBWC; Carlos Morales Tayavas, Customs Administration; Deputy Technical Director of the National Water Commission (Conagua), Humberto Marengo; and Pablo Gálvez, Director of North America Border Affairs, Foreign Ministry.

Lastly, "Migration and development cooperation in North America," with Amexcid Executive Director Laura Elena Carrillo; Mexican Ambassador to Canada Juan José Gómez Camacho; Dana Graber, representative of the International Organization for Migration in Mexico; Andrew Seele, President of the Migration Policy Institute; Francisco Anza, head of the Hispanic Affairs section of the Mexican Embassy in the United States, and Arturo Rocha, Coordinator of Strategy and Public Policies for North America at the Foreign Ministry.
