The Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC), Alicia Bárcena, presented ECLAC's proposal for the El Salvador-Guatemala-Honduras-Mexico Comprehensive Development Plan to President Andrés Manuel López Obrador today in the National Palace.

The event was attended by Foreign Secretary Marcelo Ebrard; the Undersecretary for Latin America and the Caribbean, Maximiliano Reyes; the ambassadors in Mexico of El Salvador, Carlos Cáceres; Guatemala, Nelson Olivero; and Honduras Chargé d'Affaires, Ana Carlota Durón; and Mexico's ambassadors in the three countries, Ricardo Cantú, Romeo Ruiz and David Jiménez, respectively.

Foreign Secretary Ebrard said that ECLAC's proposal stems from the mandate of El Salvador, Guatemala, Honduras and Mexico dated December 1, 2018. It will serve as a roadmap to take actions that boost development in the region, a cause to which Mexico is committed.

ECLAC Executive Secretary Bárcena gave a presentation on the structural causes of migration in the region, and the Commission's proposals for their mitigation, and for increasing growth and well-being with a strategy focused on four areas: economic development; social welfare; environmental sustainability and migration management. She also said that the proposal represents a paradigm shift by addressing migration from a perspective of human security.

The president said that implementation of the projects would begin, hopefully with the participation of the United States, which would also benefit from the initiative.

Secretary Ebrard said that the program would address the causes of migration for the next 10 years, and he highlighted the importance the current administration gives to international development cooperation and to collaboration with its international partners, who have shown their support for the initiative.

Lastly, President López Obrador reaffirmed the importance of looking to the south, and of Mexico's commitment to international development cooperation and its close relationship with the countries that are partnering in this program:  El Salvador, Guatemala and Honduras.
