Announcing this 24 March 2015, the updating of the Renewal of Cargo and Passenger Federal Vehicles Program of the Federal Government, it was reported that all its aspects will be improved to increase their effectiveness.

The presentation was led by the Undersecretary of Transportation of the Secretariat of Communications and Transportation (SCT), Yuriria Mascott Pérez; she was accompanied by Miguel Messmacher Linartas, Undersecretary of Revenue of the Secretariat of Finance and Public Credit (SHCP); Rogelio Garza Garza, Undersecretary of Industry and Trade of the Secretariat of Economy (SE); Raúl Solís Wolfowitz, Deputy Director-General of Investment Banking of Nacional Financiera (NAFIN); and Rodolfo Lacy Tamayo, Undersecretary of Planning and Environmental Policy of the Secretariat of Environment and Natural Resources (SEMARNAT).

The main changes include the increase in the amounts of stimulus, which is received by the carrier conditioned upon collection of his/her old unit, which must be destroyed, as a part of the payment for the acquisition of a new transport unit. The amounts of stimulus showed increases of between 55.3% and 81.3%, depending on the type of unit destroyed, in order to look the reflect of the market prices of the units used that will be replaced.

Additionally, it was established that the amounts will be updated annually according to the rate of inflation. Moreover, changes were made to facilitate participation by mode "2 for 1", which are delivered and destroy two old units in the acquisition of a new one.

The Undersecretary of Industry and Trade of the Secretary of Economy, Rogelio Garza, said the stimulus to the industry is fundamental, given the renewal of the vehicle fleet. He said that the program "stimulate the chain of used and semi used for generating the effect upwards of the purchase. Whoever acquires a semi new one are going up until they buy a new one".

He stressed that these programs impact directly in the production of new vehicles, both passenger and freight.

In order to attract an early participation in the Program, a period of validity of the new stimulus for 2015 and 2016 was established, and an annual limit of 6000 units to be destroyed was introduced to the program. It should be noted that the cap is 83% higher than the average number of units that participated in the previous program during its first 10 years of existence.

When considering that the problem of obsolescence of the vehicle fleet is mainly concentrated in small transportation service providers, known as "men truck", adjustments were made to increase the share of this sector. In this context, states that at least 50% of the units destroyed through the program should come from "men truck".

To ensure the proper functioning of the program, an evaluation committee composed of the SHCP, SCT, SE, SEMARNAT, as well as representatives of the trucking industry will be created. The Committee shall be responsible for monitoring the program and to promote improvement actions.

Also, various control measures were incorporated in tax matters, to ensure the correct application of the stimulus. Highlights the fact that "men truck" will receive specialized attention for the purpose of facilitating the compliance with these measures.

In addition, NAFIN will launch a financing plan for the acquisition of vehicles aimed at the "men truck." This is to avoid that liquidity becomes an obstacle to the functioning of the program.

In parallel, the creation of a regularization program for units of cargo and passengers from abroad was announced, with the sole purpose of which are delivered for destruction, as part of the payment for the purchase of a new unit of domestic origin. In any case the adjustment will cause the vehicle is considered legalized for traveling; by contrast, the participation will be conditioned upon the destruction of the foreign vehicle and its replacement by a new unit of national origin. The scheme will run for one year and only units admitted to the country can participate, prior to the launch of the program.

With the measures announced, the modernization of vehicles and cargo transportation is promoted. Thus, the road safety is enhanced, the emissions of gases and the compounds of the greenhouse are fought, the transport costs are reduced and the economic activity is stimulated.
