The Global Green Growth Institute (GGGI) was established as an intergovernmental organization to promote a model called green growth, which integrates variables measuring economic growth, environmental sustainability, poverty reduction and social inclusion. GGGI envisions a resilient world achieved through strong, inclusive, and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. In pursuit of these goals, GGGI aims to design and deliver programs and services that enable new pathways for pro-poor economic growth.

GGGI has a diverse portfolio of programs in developing countries around the world. These country programs, in association with global products and services, focus on developing results through an integrated approach to planning and implementation based on evidence of green growth that articulates with countries' development priorities. The organization also focuses on knowledge development and management activities that strengthen the conditions for a strong theoretical and empirical basis for green growth, while providing concrete options and guidance to policymakers; in addition to creating the appropriate conditions to promote public and private investment in green infrastructure.

 

PROJECT BACKGROUND

From its inception in Mexico (2013), GGGI supported the federal government to develop the National Climate Change Strategy and the Special Climate Change Program. From there, GGGI expanded its work to support the government with tools and analyses to manage air quality, improve public transport, reduce the use of private vehicles, and promote cleaner, more efficient mobility. GGGI has also partnered with the Secretariat of Environment and Natural Resources (SEMARNAT) to develop workstreams at the subnational level. Additionally, GGGI has been a trusted allied to the National Institute of Ecology and Climate Change (INECC) in matters related to climate change policy analysis, economic assessment of environmental and climate change topics, and capacity-building for the financial system of Mexico.

In the context, GGGI is aiming at strength the collaboration with INECC and SEMARNAT by providing technical support in topics under INECC’s Directorate of Natural Resources and Environmental Economics (DEARN). DEARN is responsible for developing research on climate change economics, green growth, and sustainable development through economic, social, and financial analysis to contribute to the development of policies, programs, and actions. These topics align with vision and mission, and with the expertise built through projects that GGGI has supported with to the Government of Mexico (GoM).

Given the mission of the GoM to align climate change and development policy to respond to social and economic demands of the society, and to compensate environmental damages committed in the past; DEARN has been a key contributor to INECC and SEMARNAT efforts to do so. Nevertheless, the considerable number of assignments requires the support from additional experts.

Therefore, there is an opportunity to increase the collaboration between INECC and GGGI to tackle the aforementioned assignments that INECC’s DEARN is responsible for. In this sense, the GGGI Mexico programme seeks the support of an Environmental and Climate Economics Individual Consultant.

 

OBJECTIVES OF THE ASSIGNMENT

Provide technical assistance to INECC’s DEARN and GGGI, conducive to economic analysis of environmental and climate change policies, and subjects such as economic valuation of ecosystem services, adaptation to climate change, green growth, climate finance and project management aimed at supporting the development of environmental and climate change policy.

 

DELIVERABLES AND PAYMENT SCHEDULE

Activities

The Individual Consultant is expected to carry out the following activities:

  1. Develop a work plan that includes methodological framework, timeline, and estimated time devoted for the activities indicated in these terms of reference, as agreed with GGGI and INECC.
  2. Analyze all relevant information related to the activities, projects, and programs under the purview of DEARN.
  3. Conduct economic analysis of environmental and climate change issues assigned to DEARN
  4. Provide ad hoc support conducive to the estimation of economic impacts for other potential/relevant workstreams within the DEARN and GGGI Mexico offices (e.g., adaptation to climate change, ecosystem services valuation, e-mobility, energy efficiency, IPPU, waste and sustainable landscapes).
  5. Develop social, environmental, and economic inputs for the development of policy reports and technical documents.
  6. Provide support in drafting reports related to climate change mitigation and adaptation, sustainable landscapes, and adoption of green technologies.
  7. Participate and support in meetings, events, and workshops related to climate change action with national and subnational governments and other relevant stakeholders.  
  8. Develop monthly reports of the tasks assigned to the consultant by DEARN
  9. Develop a final report with a summary of the consultancy.

 

Deliverables

With guidance from GGGI and INECC, the Consultant will develop the following deliverables:

Deliverable 1. One (1) detailed work plan

It will include at least the following aspects: methodology, approach, phases, deadlines, and responsibilities, plus a detailed timeline and estimated dedication to the consultancy.

 

Deliverable 2. First interim report on climate change adaptation, mitigation, and environmental economics activities and inputs

One (1) document compiling the inputs provided and activities developed related to climate change climate change adaptation, mitigation, and environmental economics efforts conducted for DEARN. This report will include a log of the social, environmental, and economic inputs requested by DEARN and GGGI; the list of meetings, workshops and events attended; and the report or documents developed that were delivered between the week 1 and 4.

 

Deliverable 3. Second Interim report on climate change adaptation, mitigation, and environmental economics activities and inputs

One (1) document compiling the inputs provided and activities developed related to climate change climate change adaptation, mitigation, and environmental economics efforts conducted for DEARN. This report will include a log of the social, environmental, and economic inputs requested by DEARN and GGGI; the list of meetings, workshops and events attended; and the report or documents developed that were delivered between the week 5 and 8.

 

Deliverable 4. Final report on climate change adaptation, mitigation, and environmental economics activities and inputs and briefing workshop

One (1) document compiling the inputs provided and activities developed related to climate change climate change adaptation, mitigation, and environmental economics efforts conducted for DEARN. This report will include a log of the social, environmental, and economic inputs requested by DEARN and GGGI; the list of meetings, workshops and events attended; and the report or documents developed that were delivered between the week 1 and 12. Additionally, this report will include, at least 3, project ideas or areas of opportunity in which GGGI could support INECC. The proposals should include a description, objective, timeline, and required funding.  Finally, the consultant will schedule a meeting to present its achievements, an overview of the activities conducted, and the support proposals.

All products (documents with their annexes and infographics, schematics, tables, diagrams, spreadsheets, cartography, and other graphic aspects developed to facilitate the understanding of the technical contents) will be delivered in a digital medium, in open files that allow their editing.

 

Suggested methodology and competition requirements

    • The consultant can use primary and secondary sources of information to prepare the required results.
    • Meetings with entities through interviews, workshops, discussions groups with stakeholders and relevant authorities will be necessary to validate and prioritize the actions that will be developed.
    • Technical integrated work is considered decisive for the achievement of the objectives.
    • It is the consultant's responsibility to attend all required technical events and meetings.
    • The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant.
    • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
    • The final report must be approved by the GGGI. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report. 

 

Reports and Coordination

The development of the consultancy will be monitored and coordinated mainly through meetings related to periodic review and planning. The schedule will be defined in coordination with the GGGI LAC MRV and NDC Enhancement Officer (primary contact) and the GGGI Mexico Country Representative (secondary contact). These review meetings will address topics such as the strategic direction of activities, coordination of actors and the definition of inter-agency conciliation tables, as well as reporting on progress about the objective of consulting and deliverables.

Upon agreement with GGGI and the main counterpart (INECC-DEARN), all deliverables must be delivered in Spanish. The final report (Deliverable 4) will be delivered in both Spanish and English, in accordance with GGGI's formatting requirements, and must be sent in electronic copy along with the detail of the products associated with the deliverables, including attendance lists of the concertation spaces and memory aids generated.

 

Supervision

The consultant will be supervised directly by GGGI LAC MRV and NDC Enhancement Officer.

 

EXPERTISE REQUIRED

The consultant must meet the following requirements:

    • (REQUIRED) Able to reside and work in Mexico
    • (REQUIRED) Residence in Mexico City and able to work at INECC offices
    • (REQUIRED) Undergraduate studies in actuary, economics, or public policy.
    • (REQUIRED) Relevant professional experience of at least four (4) years in implementation and/or evaluation of public policies, preparation of technical documents and reports, economic valuation of ecosystem services, green growth, GIS, statistical analysis, econometric modelling, cost-benefit analysis, data analysis and management, climate change adaptation and mitigation.
    • (REQUIRED) Knowledge in the development of climate policy, strategy or plans at national and subnational level.(REQUIRED) Excellent writing and report preparation skills.
    • (REQUIRED) Prior work and familiarity with the Government of Mexico - GoM., international organizations and/or relevant policy-oriented think tanks.
    • (REQUIRED) Excellent knowledge on the climate change in the Mexican context (e.g., stakeholders, regulation, policy framework, etc.).
    • (PREFERED) Specialization or master's studies in sustainable development, public policy, project planning and management, environmental management, environmental economics, environmental engineering or similar.
    • Excellent skills in data analysis and critical thinking.
    • High level of critical thinking, results-based performance, and autonomy.
    • Strong skills in assertive communication.
    • Excellent English writing skills (for the proposal writing).

- The maximum allowed fees under this contract will be USD $5,400.
