We, the Foreign Ministers of Mexico, Indonesia, the Republic of Korea, Turkey and Australia (MIKTA), express grave concern over the fifth nuclear test conducted by the Democratic People’s Republic of Korea (DPRK) on 9 September 2016. The recent nuclear test, and all those preceding it, go against the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and the spirit contained therein and constitute violations of DPRK’s obligations under the UN Security Council Resolutions 1718 (2006), 1874 (2009), 2087 (2013), 2094 (2013) and 2270 (2016).
In its Resolution 2270 on 2 March 2016, the UN Security Council condemned DPRK's fourth nuclear test on 6 January, and reaffirmed that DPRK shall abandon all nuclear weapons and its existing nuclear program in a complete, verifiable, and irreversible manner, and immediately cease all related activities.
We urge DPRK to fully comply with its international obligations including by implementing related UN Security Council Resolutions. At this critical juncture, we called upon DPRK to refrain from actions that would adversely affect peace and stability.
