CIEN are a financial instrument to enable states to increase the resources from the Multiple Contributions Fund by up to 50 billion pesos.
FAM is the instrument through which the government assigns the resources for educational infrastructure in the states.
CIEN are a stock market tool that does not involve contracting public debt, since they are supported by FAM resources, which will enable them to be multiplied.
They will also be supported by market rules, which will make their operation and use transparent.
Through the National Institute of Educational Physical Infrastructure, the Secretary of Public Education will supervise the execution and construction of the projects, draw up the operating rules and submit progress reports.
Through CIEN, the government will implement the largest program for the renewal and improvement of schools in Mexico's history.
